Tool-tip is not seen properly for iron-icon at chrome://settings/content/notifications

Chrome Version: 60.0.3112.0 (Official Build)b6460e24cf59f429d69de255538d0fc7a425ccf9-refs/heads/master@{#474897}-32/64 bit
OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.3).

Steps:
1. Launch Chrome and navigate to chrome://settings/content/notifications
2. Hover on iron icon seen against default entries and observe

Actual: Tool-tip animation seems to be broken i.e delay is seen for loading tool-tip

Expected: Tool-tip should be seen properly

This is a non-regression issue seen from ‘M-60’, since this is new feature introduced in 60.0.3112.0
