plz navigate assigns different request initiator for downloads from main frame navigations

running browser_tests:DownloadTest.DownloadHistoryCheck we navigate to an URL that redirects to an URL which responds with a content disposition header.

The old pipeline will create a download request with the first URL's origin as initiator, while plz navigate will create a request without an initiator.

jochen@, what is the impact of this? Should it be blocking for shipping PlzNavigate? It seems the answer would be no, since there are no tests that are failing, but let us know if you think otherwise.

Yeah, I don't think this should block shipping, I just think you should be aware of this being different, and decide whether the old or new behavior is desired.
