Display managed settings indicators for managed ethernet settings

Issue description

When Ethernet settings are managed by policy (e.g. wired 802.1x EAP-TLS authentication), the network settings UI doesn't show managed indicators. It looks as if Ethernet was unmanaged. The policy-set settings are still applied, though.

We should display managed indicators and pre-set settings, as we do with wifi networks.

In chrome://settings/networks current code correctly displays Managed indicator when network GUID in policy matches GUID of the network.
So, if there are no indicators, then something is wrong with GUID propagating.

This happens because the GUID in policy does not match GUID in network 
configuration on the device (so the source of the configuration is determined incorrectly).
The code that does that was written as a part of issue 126870:
