Regression: After checking 'Selection only' option, preview page of incognito gets blank.

Issue descriptionChrome Version: 60.0.3111.0 Revision b1c5e931c5e329c64b70f484beb2320a221e5571-refs/heads/master@{#474651} OS: Windows(7,8,10),Mac OS X(10.11.6,10.12.1) What steps will reproduce the problem? (1) Launch chrome, open New incognito window from wrench menu. (2) Press Ctrl+A to select all then give Print command. (3) Click on more settings and check Selection only option, observe preview page. Actual: After checking Selection only option, preview page gets blank. Expected: Preview page should be seen properly. This is a regression issue, seen from 'M-60' will soon update the other info: Good Build:60.0.3109.0 Bad Build: 60.0.3110.0

OK, I reproduced this. Note that the conditions are not the same in your test cases. In the "Expected_Selection" video, the "Background graphics" checkbox is unchecked. In the "Actual_Selection", the checkbox is checked. I tested this and the problem appears both before and after the reported version, if and only if that checkbox is checked. So it's not a regression.
