TextIterator should work with grapheme boundary

When start position or end position point to middle of grapheme cluster,
we should consider start/end including grapeheme.

Example:
CP1 ^ CP2 ... CP3 | CP4

as
^ CP1 CP2 ... CP3 CP4|

Thanks by visible position canonicalization, selection painter already does this.
