Heavy flickering when switching between logged users

Issue description

Chrome Version: 59.0.3071.71
Chrome OS Version: 9660.50.0
Chrome OS Platform: Kevin/Caroline, probably all

Steps To Reproduce:
Make sure a user is already signed in to the Chromebook.
Click the status area, where the active user's picture appears.
Click the active user's Google account email.
Click Sign in another user.
Sign in another user.
Open two windows on the new account, and put one in the background.
Hit Ctrl+Alt+. in order to switch between the two logged in users.

Expected Result:
A smooth transition should happen between the two users' desktops.

Actual Result:
Heavy flickering is visible - this is made particularly obvious by the fact the background window becomes intermittently visible while it should not.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Most of the time.

Please provide any additional information below. Attach a screen shot or
log if possible.

On both accounts, there is a non-fullscreen window behind the Chrome window. As I switch between the accounts, you can intermittently see that window, as well as the desktop wallpaper. It's particularly visible when fast-switching repeatedly between the accounts.

Removing merge labels since there is no fix for this now.

Still happening on 63. When trying on Eve it seems like the transition is smoother (probably because of beefier hardware?) but the effect is still visible. This results in a quite poor experience for multi-account users.

Quick update: this happens when there is a considerable amount of windows opened on both accounts. Also easier to reproduce when the windows are not fullscreen.

On my Caroline, 3-4 windows on each account is enough to put the system on its knees when switching users.

+estade, FYI, any chance this is related to the shelf animations?

I would start by looking at UserSwitchAnimatorChromeOS but the report pre-dates any changes I made in that space, and it's not really clear if it's a regression.
I don't have any point of reference before May 26 2017 (original report date), but can say that this behavior has been here since that time at least.
