Regression: [Incognito] Underline on 'Learn More' link is not seen after hovering mouse on it.

Issue description

Chrome Version: 60.0.3111.0 Revision b1c5e931c5e329c64b70f484beb2320a221e5571-refs/heads/master@{#474651} 
OS: Windows(7,8,10),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
(1) Launch chrome, open New incognito window from wrench menu.
(2) Hover mouse on Learn More link and observe.

Actual: Underline on Learn More link is not seen after hovering mouse on it.

Expected: Underline on Learn More link should seen after hovering mouse on it.

This is a regression issue, seen from 'M-60' will soon update the other info:

Good Build:60.0.3109.0
Bad Build: 60.0.3110.0

Good build:60.0.3109.0 (Revision:474118).
Bad build:60.0.3110.0 (Revision:474499).

You are probably looking for a change made after 474383 (known good), but no later than 474384 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #60.0.3111.0

+maxwalker@ should we underline the link on hover?

Sorry if I missed it, but I think this question is not captured in the spec.

This is working as intended, no underline on hover is correct. This is consistent with Material Design and the rest of Chrome UI (see attachment). Thanks for reporting, though!
