Regression: Blink of dots is seen on reloading incognito window page.

Issue description

Chrome Version: 60.0.3111.0 Revision b1c5e931c5e329c64b70f484beb2320a221e5571-refs/heads/master@{#474651} 
OS: Windows(7,8,10)

What steps will reproduce the problem?
(1) Launch chrome,open New incognito window from wrench menu.
(2) Reload page and observe.

Actual: Blink of dots is seen on reloading incognito window page.

Expected: No such a blink should seen.

This is a regression issue, seen from 'M-60' will soon update the other info:

Good Build:60.0.3109.0
Bad Build: 60.0.3110.0

Using the per-revision bisect providing the bisect results,
Good Build: 60.0.3109.0 (Revision: 474118 )
Bad Build: 60.0.3110.0 (Revision: 474499 )

You are probably looking for a change made after 474383 (known good), but no later than 474384 (first known bad).

Able to reproduce the issue using latest canary M60: 60.0.3112.0 on Ubuntu 14.04

Issue is not seen in Mac 10.12.4
