Regression:Unnecessary scrollbar appears for Screen lock section in Md-settings

Chrome Version:60.0.3110.0/9590.0.0 Dev-channel Daisy,Candy and Peppy 
OS:Chrome

What steps will reproduce the problem?
(1)Sign in to user->Open chrome://md-settings ->Near Font size,set the Font size to Very large
(2)Now click on Screen lock section to open 'Confirm your password' overlay and Observe(Kindly refer video)

Actual:Unnecessary scrollbar appears.
Expected:No such scrollbar should be seen.

This is a Regression issue as same is working fine in 58.0.3029.140/9334.72.0 stable-channel candy

Note:
1.Issue is not seen in Windows,Linux OS
2.Able to reproduce issue in latest beta M-59 also.

I suspect we have a pretty long tail of minor issues with large font sizes.

We should check other dialogs to see if we have this problem and determine whether we need to fix it for dialogs in general or just for this dialog.

Lowering priority and moving to M-61.
