Hide 2D UI when Chrome is launched in VR

Issue description

Launching Chrome in VR today shows 2D UI before we enter VR mode. This will be particularly jarring when we're being launched from a VR app.

Note that this is different from  issue 699815  in that it scopes all VR Chrome intents (not just auto-presentation).
