Downloads Display Error Message, but Still Fetch File

Issue description

Example URL:
http://danml.com/download.html

Steps to reproduce the problem:
1. Navigate to http://danml.com/download.html
2. Scroll down to Test Usages > Binary
3. Click the `binary ajax Blob` button

What is the expected behavior?
That the file is successfully downloaded and a confirmation appears.

What went wrong?
An error message appears: "dlBinAjax (3).gif download failed due to an unknown error"

The file appears in Chrome > Downloads and is accessible

File properties indicate that the file lives here: file:///storage/emulated/0/Download/dlBinAjax%20(3).gif

But the file does not appear in My Files > Downloads

Did this work before? Yes Android 5.1.1 Build LMY47V; Same Chrome Version (58.0.3029.83)

Chrome version: 58.0.3029.83  Channel: stable
OS Version: Android 7.0; SM-G950U Build/NRD90M

Can you try this on Chrome Dev and see if you have the same issue. Testing locally it seems that this is resolved there.

Adding the Downloads folks in case this is still persisting there.
Had the client try in Chrome Dev and the issue was resolved:

Mozilla/5.0 (Linux; Android 7.0; SM-G950U Build/NRD90M) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3107.3 Mobile Safari/537.36


As a heads up, had the client try in Chrome Beta and encountered the same problem:

Mozilla/5.0 (Linux; Android 7.0; SM-G950U Build/NRD90M) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.71 Mobile Safari/537.36
Status: Fixed (was: Untriaged)
Confirmed by the filer that this is fixed in M60, which should be rolling out to beta very soon.
