[WebUI] styling and layout

in chrome://settings and other webui pages should we provide styling and layout at a common layer? We currently have cr-* styling and settings-* styling which is a maintenance burden. Will it be better or worse to use a common styling.

I think we naturally landed on using cr- for shared and settings- for settings-only CSS var names.

Is this bug obsolete now?

Let's close this for now, since it seems partially addressed already. Moreover, there are other layout related cleanups we could be doing (like removing neon-animation, promoting view-manager).
