Update browser shortcut launcher item icon (?)

Issue description

We have two icons named IDR_ASH_SHELF_LIST_BROWSER and IDR_ASH_SHELF_LIST_INCOGNITO_BROWSER which show up when you click on the chrome icon in the shelf and multiple windows are open.

These are raster assets, and the design seems a bit dated. In fact I thought I was looking at a folder icon but had no idea why.
