The page icon in the omnibox is now part of the default focus order, meaning if you focus the omnibox and keep pressing tab you'll eventually focus the page icon/security text. All other focusable things in the toolbar (navigation buttons, bookmark star, browser actions, app menu) are only focusable after you press Shift+Alt+T and I would expect the same to be true of the location icon.
