[Kevin] switching monitors sometimes cause device screen (internal screen) lost display

Issue description

ChromeOS :  9582.0.0 / 60.0.3107.0

What steps will reproduce the problem?
(1) Plug e.g. Lenovo 4K monitor via AUKEY usb-c HDMI cable to the device 
(2) Close the lid 
(3) Unplug Lenovo 4K monitor from adapter 
(4) Plug another monitor (here Acer touchscreen monitor )
(5) Open lid 
(6) Unplug #4 monitor 
(7) Plug to 3rd monitor (HP ZR244w) 

What is the expected result?
Both internal and external monitor should come up with display 

What happens instead?
Internal display never come up with display. 

Sometimes ~ 5/20.  

Workaround:
Sign out and sign in. 
Unplug and re-plug( or plug other monitor or use other adapter) does not help. 

VT2 works so logs can be generated. 
At one point, UI hung, but mouse/VT2 responsible.
