modify git-cl-try to report on current tree status

jamescook@ suggests that we modify git-cl-try to check the tree status and/or other outage information we might have so that you can know that your try jobs might be delayed or broken. Seems like a good idea to me :).

blaze/TAP does this, which is where I got the idea. It prints a line like this when there is an outage:

Builds on Mac may be degraded due to squirrels in OY datacenter, see  bug 12345 .
