Steps to reproduce: 
0) Make sure you have a copied link on your clipboard
1) Go to about:blank or chrome://crashes.  It also seems to reproduce on longer URLs, but is most notable on a shorter URL.
2) Click on the omnibox
3) Scroll down

Observed behavior: 
Text jumps to the right side of the screen.

Expected behavior: 
Text should not do that.

Additional comments: 
I suspect this is related to  issue 724673 , but I can't get it to reproduce well in incognito mode (dragging downwards doesn't do anything).
