Issue descriptionChrome Version: 60.0.3107.0 OS: CrOS LINK NOTE: AFAIK, ChromeBook are the only device support L1 video playback now. I used ChromeBook LINK model. This bug NOT repro on vp9 video. What steps will reproduce the problem? (1) navigate to https://ats.sandbox.google.com/static/chrome_test_app/index.html (2) load L1_audio_L1_video_mp4.mpd (3) click Start test (4) wait playback complete or drag to the end then wait playback to complete What is the expected result? video playback complete normally What happens instead? error is thrown in DevToolBar at the end. This buggy behavior is more obvious when you set Loop playback.

This bug NOT repro when disable H/W decoding. It is very likely a duplicate of 591522. But it is not repro until recently. (591522 repro more than one year ago).

this issue still repro on 61.0.3159.8. It blocks loop function of video playback.
