[Mac] Mirror content settings bubble in RTL.

This layout is spread over 10 nibs, so it would be nice to just redo it
in code. It's a little risky IMO, so not doing it this CL.

You can either launch with the flags:
-NSForceRightToLeftWritingDirection YES -AppleTextDirection YES --force-ui-direction=rtl --enable-features=MacRTL

or enable MacRTL in chrome://flags, set the system language to Hebrew or Arabic, and restart your machine
