can't stop full screen on a webpage

Issue description

Chrome Version: 58.0.3029.110 (64-bit)
OS: 10.12.5

What steps will reproduce the problem?
(1) Open: http://error.ms39.s3.eu-central-1.amazonaws.com/33186265348/index.html
(2) Try to close the fake alert dialog box, and then the webpage will become full screen with a real javascript alert
(3) Press Escape key

What is the expected result?
The webpage should not be full screen anymore


What happens instead?
Nothing

To exit full screen, I have to press ok on the javascript alert, and right after press escape before the javascript alert comes back.

Tested the issue on chrome Stable #58.0.3029.110, Canary 60.0.3111.0 in Mac 10.12.4 and was able to reproduce the issue.

This is a Non-Regression issue since seeing this from M35 #35.0.1898.0, Making the status to Untriaged so that the issue would get addressed.

Note : Able to reproduce the issue in Win 10.0 and Linux Ubuntu 14.04.
