DevTools: New Audits panel - Ability to Audit Present State

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3110.0 Safari/537.36

Steps to reproduce the problem:
1. Load a page, and perform some actions (e.g. JS to show content)
2. Audit the page

What is the expected behavior?
Have the ability to see audit of the current page (e.g. accessibility check of colour contrast).

What went wrong?
The page reloads, and the audit is based on the initial page load.

Did this work before? N/A 

Chrome version: 60.0.3110.0  Channel: canary
OS Version: OS X 10.12.5

This is based on Lighthouse 2.0.0
