<embed> elements blurry when [#enable-use-zoom-for-dsf is on] and [at decimal DSF]

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:53.0) Gecko/20100101 Firefox/53.0

Steps to reproduce the problem:
1. Set decimal DSF number (example: 1.5)
2. Turn on #enable-use-zoom-for-dsf (default on, at Chrome 40+)
3. View <embed> elements (example: Flash, NaCl, PDF), and try different zoom rate

What is the expected behavior?

What went wrong?
<embed> elements are blurry.

Did this work before? No 

Chrome version: 40+  Channel: n/a
OS Version: 10.0
Flash Version: 

If integer DSF, always clearly.
If #enable-use-zoom-for-dsf is off, always clearly.
