border-width: thin/medium/thick not increase when zoom in

Steps to reproduce the problem:
1. https://jsfiddle.net/sw3to1cf  (http://jsfiddle.net/sw3to1cf/1/embedded/result)
2. zoom in
3. look the border

What is the expected behavior?

What went wrong?
borders are not increase when zoom in

Did this work before? No

Thanks for filing the issue.

Able to reproduce the issue on Mac-10.12.4, Windows 7 & Ubuntu 14.04 using Chrome stable#59.0.3071.86 and canary#61.0.3124.0 with the steps mentioned in comment#0.

This is Non-regression issue, Observed from M30 -30.0.1549.0  and confirming this issue to get more inputs from Dev team.
