Problem loading style sheets

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Example URL:

Steps to reproduce the problem:
Tested on Google Chrome Version 60.0.3110.0 (Build oficial) canary (64 bits)

1- go:

data:text/html,<script>function clearcss(){ var win = open('about:blank','_blank'); win.location = 'http://www.google.com@www.youtube.com'; }</script><input type="submit" onclick="clearcss()" value="test">

2- click
3- show the webpage without styles. Occurs in all domains whose stylesheets have relative paths (angularjs.org, es.wikipedia.org/wiki/Google, blog.google, etc)

What is the expected behavior?

Cannot reproduce on Chrome 58 or Chrome 60. Can you provide more details about what you're seeing, for example screenshots?

I just saw the console message:

[Deprecation] Subresource requests whose URLs contain embedded credentials (e.g. `https://user:pass@host/`) are blocked. See https://www.chromestatus.com/feature/5669008342777856 for more details.
Status: WontFix (was: Unconfirmed)
I cannot replicate on chrome 58 or 61, but I assume for comment 5, that this issue is now understood and it is intentional, not a bug.
