Regression: Text does not get translated on changing browser language to Hindi.

Issue description

Chrome Version: 60.0.3110.0 (Official Build) (cohort: Stable)0d764046b1e7ea6eb145e2aa39a88a6d0ac3e714-refs/heads/master@{#474499}(32/64-bit).

OS: Windows(7,8,8.1,10).

Steps to reproduce:
1.Launch Chrome, go to chrome://settings, change browser language to 'Hindi' from chrome://settings/languages.
2.Relaunch chrome, go to chrome://settings/content/pdfDocuments and Observe.

Actual Result: Text does not get translated.
Expected Result: Text should get translated.

This is Regression issue broken in M-60,  will soon update other info.

Manual Bisect:
Good Build: 60.0.3076.0 
Bad Build: 60.0.3077.0  

Note: Issue is not seen on MAC and LINUX OS

Thanks for sending feedback. We're internally triaging the bug and it's currently in progress. We'll update this thread once it's fixed.
Status: Fixed (was: Assigned)
This is now fixed in the translation and we're now just waiting for it to push to live version.
