[Non-regression] Zoom level button (+/-) doesn't get disabled for lowest/highest zoom level.

Issue descriptionChrome Version: 60.0.3110.0 (Official Build) 0d764046b1e7ea6eb145e2aa39a88a6d0ac3e714-refs/heads/master@{#474499} 32/64-bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1) What steps will reproduce the problem? 1. Launch chrome, go to NTP and press 'Ctrl' + '+/-' key from keyboard to open zoom bubble. 2. Multiple times click on '-' button on zoom bubble such that zoom level reaches to 25% and observe. '-' button doesn't get disabled for 25% (lowest) zoom level. '-' button should get disabled for 25% (lowest) zoom level. This is a non-regression issue, seen from M-60 series i.e. build #60.0.3104.0 Kindly review the attached screen-cast for reference.
