Non-Regression:Update word gets overlapped on the contents of What's New tab of devtools

Issue description

Chrome Version: 60.0.3110.0
OS: Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch chrome and open devtools in any page
(2)Go to settings and change the theme to dark
(3)Drag the devtools window to the right corner and Observe the Highlights from chrome 59 update in What's New tab.

Expected:Update word shouldn't get overlapped on the contents of What's New tab.
Actual:Update word gets overlapped on the contents of What's New tab.

This is a Non-regression issue seen from M-59.

DevTools: fix styles for What's New in dark theme

See screenshot in attached bug for before and after screenshots.

Turns out light theme had a bug that fortunately had no visible
impact since the white text couldn't be seen.

Tested this issue on Windows 10, Mac 10.13.1 & Ubuntu 14.04 using latest Canary-65.0.3299.0
