Regression: Focus traversal is not as expected using up/down arrow keys in Change picture overlay.

Chrome Version: 59.0.3071.71/9460.50.0 Beta-Channel Paine, Blaze & Peppy.
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign in to chrome >> Navigate to chrome://md-settings/changePicture
(2)Now Observe the focus by hitting up/down arrow keys.

Expected: On using up/down arrow keys focus should traverse to to next row up/down respectively.
Actual: Instead, Focus traversal is not as expected.

This is regression issue as same is working fine in chrome://settings.

This is WAI. We made a conscious decision to make up/left == prev and down/right == next in the new UI to minimize code and a11y complexity.
