[Site Settings], 'All sites' list is not arranged properly.

Chrome Version : 60.0.3110.0 (Official Build) 0d764046b1e7ea6eb145e2aa39a88a6d0ac3e714-refs/heads/master@{#474499} 32/64 bit
OS : Windows (7,8,10), Linux (14.04 LTS), Mac (10.12.3, 10.11.6)

Precondition : Please enable "Site settings with All sites and Site details" flag from chrome://flags.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/content.
2. Click on 'All sites' and observe the default sites list.

Actual : 'All sites' list is not arranged properly.

Expected : 'All sites' list should be arranged properly.

This is a regression issue broken in ‘M-60’, below is the Manual Regression range and will soon update other info.
Good build : 60.0.3104.0
Bad build : 60.0.3105.0

Using the per-revision bisect providing the bisect results,
Good build:60.0.3104.0 (Revision:473014).
Bad build:60.0.3105.0 (Revision:473393).

You are probably looking for a change made after 473282 (known good), but no later than 473283 (first known bad).
