Regression: Contents (Tips) are missing under "Try following tips:" at chrome://kill

Chrome Version: 60.0.3110.0 (Official Build)0d764046b1e7ea6eb145e2aa39a88a6d0ac3e714-refs/heads/master@{#474499}
OS: Mac(10.11.6, 10.12.3)

Steps:
1. Launch Chrome, open NTP and then open its source page via 'Ctrl+U' keys or context menu
2. Kill the source page by typing chrome://kill in omnibox and observe

Actual: Contents (Tips) are missing under "Try following tips:" after killing the page

Expected: Contents (Tips) should be seen under "Try following tips:" after killing the page

This is a regression issue broken in M-60, below is bisect info.

Good build:60.0.3104.0
Bad build: 60.0.3105.0

Note: This is Mac OS specific issue, not seen on Windows and Linux OS

Using the per-revision bisect providing the bisect results,
Good build: 60.0.3104.0 (Revision: 473014).
Bad build : 60.0.3105.0 (Revision: 473393).

You are probably looking for a change made after 473121 (known good), but no later than 473122 (first known bad).
CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Still able to reproduce the issue on Mac 10.12.5 using latest chrome version 61.0.3129.0

Still able to reproduce the issue on Mac 10.12.5 using latest canary #61.0.3135.0.
