Typescript file loading is "weird"

Issue description

Chrome Version       : 58.0.3029.110
OS Version: 10.0

What is the expected result?

I expect to be able to click on a Typescript file in dev tools and view its source/set breakpoints etc.

What happens instead of that?

Often times if I don't have the Typescript file open yet, I will have to click on the Typescript file then refresh the page to get the Typescript file loaded.  Chrome is my primary browser so I would prefer to use it to debug my Typescript code but Firefox and IE do a better job of Typescript debugging.  Save me!

I will try and workout a test that i can send you.  I'm not comfortable
sending out the actual production code.  I did a quick screencast right now
though.  You will notice a pause in the video when I click the refresh
button.  That is me finding a feature in Chrome for the first time and
pausing because I was surprised.  :D  What I am trying to show in the video
is that if you have no reloaded the page with the typescript files open in
the developer tools, then you cannot see the typescript file contents.  But
when I hit refresh, since those files are open in the dev tools then it
does show their contents.  This is not a hard and fast "rule".  Sometimes
some of the files that were not opened do allow viewing without refresh but
it seems very hit or miss and I can't discern a pattern to why they
sometimes are visible without a refresh.
