Issue description

"benchmarks.benchmark_smoke_unittest.BenchmarkSmokeTest.webrtc" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. When done, please remove the issue from Sheriff Bug Queue by removing the Sheriff-Chromium label.

I think this is caused by tools/perf/benchmarks/webrtc.py.

I tried to disable WebrtcPerfBenchmark using @benchmark.Disabled. But I got a gigantic presubmit error. Plus I don't know if this is the right thing to disable (BenchmarkSmokeTest says to disable the file in t/p/benchmarks).

Sorry, I'm just a sheriff and don't understand telemetry tests, they are different to normal Chrome tests. Assigning to Edward to disable or deal with. Thanks.
