[iOS Clean] Develop solution for dialogs on new architecture

Issue description

Old architecture uses DialgoPresenter to queue and display JavaScript dialogs.  It handles displaying the Tab corresponding with the dialog and also supplies the option to suppress future dialogs from a spammy page.

This functionality needs to be ported to the new architecture, splitting its functionality between WebCoordinator and TabGridCoordinator.
