Impossible to move or organize items in Google Drive using ChromeVox and the keyboard

Issue description

Mode: force_next
Version: 60.0.3100.0
Reproduction Steps: 
1. Press z to move or organize a file or folder in Drive.
2. Notice that keyboard navigation no longer works.
3. The only thing you can do is press ESC to cancel the operation.

Hello,

I am able to reproduce this issue by enabling ChromeVox, opening Drive, tabbing to a file, pressing z, and noting that nothing happens. I then turned off ChromeVox and did the same with just keyboard shortcuts and noted that the same behavior happened without ChromeVox. Therefore, this is a keyboard shortcut on ChromeBook issue. I will file this internally with the correct team and resolve this issue as ExternalDependency. Please feel free to reopen this issue if you have any questions or concerns or if the behavior changes.

Hello,

I am no longer able to reproduce this now on Chrome Canary 63.0.3229 nor on Chrome 57.0.2987.154. Please try updating Chrome and then let me know if this is still happening.
