DevTools: super long links in console clutter space

Many links in the console, such as anchors are trimmed at 150 chars.  To de-prioritize these and clean up the console, we can trim these much shorter, say 40 chars.

DevTools: shorten console links to 40 chars

This CL affects anchors, stack trace links, and internal#locations in
ObjectPropertiesSection inside Console.
