Alerts should be sorted based on the number of affected tests

In https://sheriff-o-matic.appspot.com/chromium.perf, "bot affinity 'build8-b1' is broken on chromium.perf/Mac Retina Perf, affecting 45 tests" is the most severe bug, so it should be handled first.

It would also be nice to add some text saying "Bugs are sorted in term of severity" so perf sheriffs know that the bugs ordering are not arbitrary.
