1px lines disappear on 80, 90% zoom levels

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Steps to reproduce the problem: 1. Visit this jsfiddle in chrome: https://jsfiddle.net/4jep9qp0/ 2. Zoom out the browser window view (cmd +, cmd -) What is the expected behavior? It is expected that lines remain visible at 80 to 90% zoom level. I don't expect them to be visible at very small levels (30% below) My preliminary research suggests that chrome doesn't render subpixel values on zoom, but I have this line set to 1px exactly. Able to reproduce this issue on Mac 10.12.4, Win-10 and Ubuntu 14.04 using chrome reported version #58.0.3029.110 and latest canary #60.0.3109.0. This is a non-regression issue as it is observed from M30 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!

We sometimes end up with a 0-sized background rect when we snap under zoom. It's not clear how to fix this. On linux I lose it at 90% but it's there at every other zoom size.
