Delete DeviceSettingsProvider::MitigateMissingPolicy()

The only devices with pre-12 FSI (alex and mario) are already past EOL, thus it seems extremely unlikely that this code is still exercised.

This code talks mostly about old pre-12 versions but I don't know whether there are no other cases where policy might be missing in which case this code is still valid. I am not in the loop enough to judge this so I will deffer to people working on ChormeOS actively to decide
