Unexpected offset of div in high dpi mode

Issue description

Chrome Version: 58.0.3029.110
OS: Linux

What steps will reproduce the problem?
(1) Open http://output.jsbin.com/zunaqek/quiet.
(2) Use dev tools to emulate HiDPI screen.
(3) Select 75% as zoom percentage from the drop down menu.

What is the expected result?
    
The white div should fully cover the green background.

What happens instead?

We can see ~1px green background on the RHS of the white div near the scrollbar.

This doesn't reproduce in Mac Retina 60.0.3108.0 at any scale. We've always had issues with divs being pixel snapped when other content behind them isn't.

Can you reproduce on an actual HighDPI display? We'll WontFix things that only happen in DevTools when emulating.
