Iframe content is not displaying with Chrome browser version 58

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Start chrome browser and navigate to google.com
2. Navigate to attached staticframes.html (This page has 3 frames and 2 nested iframes under a frame.)
3. Notice that the page that is supposed to be delivered on the top and the nested iframe on the right does not show up.  This happens more often then not but might require a few navigations between google.com and the staticframes.html page.

What is the expected behavior?
The iframe documents should load

What went wrong?
The iframe documents do not load.  Further when in this state, if you click anywhere in the web page, the page will blank out to white.

Chrome version: 58.0.3029.110  Channel: stable
OS Version: Windows 10
Flash Version: 

The middle frame will not load because the page wasn't included in the zip and it is not available externally.

Tested the issue on windows 10 & 7 using chrome M58 #58.0.3029.110 & M57 #57.0.2987.133 and followed below steps to reproduce the issue:

1. Opened chrome and navigated to google.com and opened staticframe.html in chrome and firefox.

Observed similar behavior in firefox and chrome and earlier versions of chrome.

Atached screencast for reference.

@matthewwhite84-- Could you please check attached screencast and confirm us if we had missed any steps in reproducing the issue and also please provide us the screencast of the actual and expected , that would help us in traiging the issue better.

I didn't see the navigation from google.com to this staticframes page, the video just started showing the staticframes page.  To reproduce, you may have to navigate from a public page like google.com to this page multiple times.  I have attached screenshots that show the page working, when frames are not loaded, and what happens when clicking on page when frames are not loaded.

StaticFramesClickingAfterIssue - After documents are not loaded, this is what happens when clicking on anything within the page.  It blanks out.

Tested the issue on windows 10 & 7 using chrome M58 #58.0.3029.110 & M57 #57.0.2987.133 and followed below steps to reproduce the issue:

Confirmed with 60 Beta Windows, and 61 canary Windows.

Looks like a loader issue. According to Network tab of DevTools, training.openspan.com in the top frame and the second iframe in the left frame were not loaded.

Note that the largest frame at bottom-right is not expected to be rendered because it points http://10.0.3.7/.
