Box shadows on element with border-radius will not show as expected

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3109.0 Safari/537.36

Steps to reproduce the problem:
1. Create an element w/o border-radius and apply some box-shadow.
2. Then add border-radius, and the box-shadow will render differently
3. 

What is the expected behavior?
Display the box shadow like the element without border-radius

What went wrong?
I created two that displays the error I have.

Did this work before? Yes Perhaps latest canary version. and it still works in chrome "main" version

just stumbled into the same issue, looks like the red and blue channels are flipped.

`box-shadow: 0 0 2px 2px rgba(0, 0, 255, 1)` will render as red instead of blue, and `box-shadow: 0 0 2px 2px rgba(255, 0, 0, 1)` will render as blue instead of red.

error only happens in conjunction with `border-radius`.

Able to reproduce the issue on Mac-10.12.4 and Windows-7 using chrome canary 60.0.3109.0 with the steps mentioned in comment#0.This is regression issue, broken in M60.
Using the per-revision bisect providing the bisect results,
Good build:60.0.3107.0-(Revision:473482).
Bad build: 60.0.3108.0-(Revision:473773).

This appears to be working on Mac OS both with a local build from ToT (60.0.3111.0) and the latest canary (60.0.3110.0).

In any case, my change is unrelated to box-shadow.
