Install attributes: Drop "enterprise.owned" after lumpy/stumpy EOL

Issue description

"enterprise.mode" was added in M19, CL [1]
"enterprise.owned" was added in M12, CL [2]

Discounting mario, alex and zbg which are already EOL, there's only pre-19 FSIs for lumpy and stumpy.  Thus we need to wait for lumpy/stumpy EOL before "enterprise.owned" can be removed.

Note that removing backward compatibility for "enterprise.owned" would not break EOL'ed devices that have been moved to Chromium OS because the act of moving to Chromium OS causes modern install attributes to be written which don't rely on the compatibility code anymore.
