White screen is displayed upon changing the device orientation of bookmarks manager view

Issue description

App Version:  60.0.3109.0 canary
iOS Version: 9.3.5,iOS 10
Device : iPhone,iPad
 
Precondition.
1- Enable Signin Promo from device experimental settings.
Device settings > Chrome Canary > Experimental settings > UI Settings > Enable Sign in Promo > Enabled.
 
Steps to reproduce:
1- Launch chrome.
2- Tap on Bookmarks.
3- Change the device orientation to landscape mode.
 
Observed results:
White screen is displayed briefly upon changing the device orientation.
 
Expected results:
White screen should not be displayed.
 
Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Dolphin/Safari/Firefox: Safari : NA
Bug reproducible on current stable build (App Version, iOS Version): NA, New UI
Bug reproducible on the current beta channel build (App Version, iOS Version): NA, New UI

Louis: Do you know by any chance if this is a problem only with the sign-in promo view or is it a general issue with bookmarks?
iPhone Plus doesn't repro because the entire screen is reloaded when presented in landscape.

iPad reproes the white-flash when rotating in Bookmarks, but not in Settings for example.
I guess Bookmarks code reloads the entire UI when rotating, causing the flash? Weird.

#4 makes it sound like this problem isn't specific to the sign-in promo. Is this reproducible without having the new sign-in promo on?

It is not an issue in the new bookmark UI.

And for the old UI, the rotation seems better now. (there's fading-in animation during the entire rotation.  rather than white-flash until rotation ends)

Verified on chrome beta version 63.0.3239.54 on iPhone 8 with iOS 11.1.2.  No white screen is displayed on rotating the device on new bookmarks UI.  Looks good.
