What steps will reproduce the problem?
(1)Launch chrome and open devtools on any page >> Dock it to bottom
(2)Go to sources section >> Click on watch >> Hit tab[so that focus is on + icon] and then hit enter and observe

Expected: Text field with cursor in it should be seen.
Actual: Instead blank text field is getting submitted without focus in it.

This is a regression issue broken in M54.

Good Build: 54.0.2819.0 dev
Bad Build: 54.0.2820.0 dev

NOTE: This works fine when devtools is docked to side

You are probably looking for a change made after 409928 (known good), but no later than 409934 (first known bad).
