High FAST_ELEMENTS memory overhead on several websites

Several websites have a quite how memory overhead for FAST_ELEMENTS. We saw e.g. on maps that e.g. 711KiB payload w/ 644KiB unused. Investigate where the overhead is coming from and reduce it.
