Unnecessary flash of Exit full screen message is seen after minimizing the window.

Chrome Version: 59.0.3071.71 (Official Build) 7ece4728cec1d1c9ebc2c5cbc5e0705ca11ad033-refs/branch-heads/3071@{#680} (64-bit)
OS: Windows (7,8,10)

What steps will reproduce the problem?
1) Launch chrome, open NTP and press F11 to enter full screen mode.
2) Press Windows + M (to minimize the window), mouse hover on top center of screen and observe.

Unnecessary flash of 'Exit full screen' message is seen after minimizing the window.

Exit full screen message should not be seen when window is minimized.

This is a Non-Regression issue seen from M-30 series (Chrome version: 30.0.1149.0)

Note: Issue is not seen on Linux and Mac OS.
