css sprites showing jerky animations on chrome of android os , working fine on other browsers and OS

Issue description

Steps to reproduce the problem:
1. open the url http://www.enjoylifeland.com/enjoyTest/Home
2. you can see the animations are getting stuck and are slow while scrolling down on android devices
3. 

What is the expected behavior?
animations should work smoothly . the page has around 6 animations rendering together. On other browsers like mozilla firefox, the page loads fine and animations run smoothly

What went wrong?
we are using the background position with the step() function, it works perfectly in all the other browsers except Chrome (latest version), then we tried to implement these animations using the traslate3d() but it is also showing the same effect in chrome browser only, all the other browsers like firefox, IE and Safari for iOS are working very well and showing smooth animations.

Did this work before? No

Able to repro this issue on S4 Mini/KOT49H and Pixel XL on 58.0.3029.83 and on 40.0.2214.109 also ( Default version on S4 Mini).

I notice there's a 2.9MB sprite sheet with dimensions 22155x1462 being animated on the page.

From a web developer stand point it's probably better to use a transition animation for such a simple animation than such a resource heavy image file.

With that being said there's certainly work to be done by the Chrome team to investigate performance issues on our end here.
Looking at about:tracing we seem to be spending most of our time in SGI_video_sync on the GPU process. Passing to Rasterization team for further triage.

Referring back to comment #5. This needs to be triaged by Rasterization and not Animation. So taking off Animation so that they can take a look first. We have a policy of one component per bug.

i install lastest version of chromium today
in Win10 PC
and 
in Android4.1 

i use jquery standard animations
but the page is too crazy
animations is very bad

wether in PC or Mobile

in PC its sometimes crazy, sometimes nice
but in mobile it is always bad
