Regression: [DevTools] Movement of grey focus is not proper under Console drawer section.

Issue description

Chrome Version: 60.0.3109.0 (Official Build)5c08787e71f7f758001542e6cc2f87f50bf12064-refs/heads/master@{#474118} 32/64-bit.
OS: Windows(7,8,8.1), Linux(14.04 LTS), Mac(10.11.6, 10.12.3)

What steps will reproduce the problem?
1. Freshly install chrome, open DevTools and go to 'Audits' section.
2. Press 'Tab' key till grey focus reaches to open tab (three dot) icon under Console drawer section.
3. Now, again press 'Tab' key from keyboard and observe the grey focus.

On pressing the 'Tab' key, Unnecessary focus move to 'What's New' tab (Opened tab under console drawer).
On pressing the 'Tab' key, Focus should move to 'Close drawer' (X) icon.

This is a regression issue, broken in M-60 series, below is manual regression range.

Good build: 60.0.3107.0
Bad build: 60.0.3108.0

Bad build:60.0.3108.0 (Revision:473773).

You are probably looking for a change made after 473709 (known good), but no later than 473710 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #60.0.3108.0
