BIDI Characters Rendered in Tooltips

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Navigate to http://jsbin.com/wurexatego/edit?html,output
2. Hover the button
3. Note rendered BIDI chars in tooltip

What is the expected behavior?
Bi-directional characters should not be rendered.

What went wrong?
Bi-directional characters are rendered.

Did this work before? N/A 

Chrome version: 58.0.3029.110  Channel: stable
OS Version: 10.0
Flash Version: 

These characters aren't rendered when placed in the document title, or in the document as plain text. May be something with the way tooltip exclusively are rendered.

Tested  the issue on windows 10 & 7 using chrome M58 #58.0.3029.110 and chrome canary M60 #60.0.3110.0 and issue is reproduced.

Issue is seen from M40 #40.0.2172.0 and only in windows.

Hence is this is a non-regression issue marking it as untraiged for further inputs on this.
