Histogram.xml file has a typo which causes errors in 'git cl format'

... introduces an XML tag "<obselete>" to the main histograms.xml file. This typo (should be "obs*o*lete")causes "git cl format" to error:

Error: ('Unrecognized tag "%s"', u'obselete')
Command "/Users/peterlaurens/Source/bling/src/tools/metrics/histograms/pretty_print.py --non-interactive" failed.
